As you adjust the shutter speed down toward the whole second times, you will reach 30 seconds or it may look like 30″ in your viewfinder. Then next click will be bulb.

That said, the two images you provided us with are examples of double exposures, not the use of the bulb setting. Images like this are what that setting is used for.
