the manual says the battery charger’s rated input is 100-240 V AC (50/60Hz) 0.1A(100 V) – 0.06 A (240 V) and rated output 4.2 V DC, 0.65 A
does this mean the camera is dual voltage?
in other words, is it ok to take to europe without needing a power adapter to charge it?

It means that the charger will work with those voltages.
Your camera uses the battery .. not the voltage in the host country.
All you will need it an adapter for the plug on your charger to fit the outlets in each country.
