Where can i get HD video cameras used for film production at cheap prices?

You can’t. If all you want is video that is 16:9 format, many miniDV cameras will do that. There is a very highly compressed video format that allows an HD pixel count to be recorded on ordinary miniDV tape. You can get consumer or semi-pro camcorders of this style for under $10,000. While ok for TV sets, the extreme compression will show a lot of artifacts when expanded to theatrical size. Video for movies will run you over $50,000 to get a lightly compressed format.
